Based on the Rene Herse randonneur illustrated at the top of Which Bike to Ride? in the renehersecycles.com journal. ST, STA, horizontal TT, HTA, fork offset, estimated BB drop (assuming 650B x 38) CS taken from the drawing. Trail is 35mm rather than 45mm shown in drawing. Seat height set to 718, Marc Rosenbaum's size. Stem set to 60 gives handlebar(x) = 423. Non ergo bars with slight uptilt illustrated for a tasteful, historically accurate Fred look. This is a variation to provide a 700C design. TT to 535 is shortened by dropping HTA to 71.5. Rake 73 yields 40mm trail, right in the middle of "low trail". 80mm stem.
