Rise applied at angle in drop handlebars

In BikeCAD version 15.0 dimension Y was added to the Handlebar dialog box to account for certain types of drop bars that have some amount of rise across the top section of the bar. A positive number would result in a rise while a negative number could allow for a drop. It turns out, there are other drop bars that have a similar bend at the top, but rather than bending up or down will bend forward or back. Here's the Curve Walmer bar that bends back at the top. To account for this, in BikeCAD 18.5 we have angular dimension ϕ which can direct this top bend in any direction. To model the Curve Walmer bar, we'll apply an angle of 180°.
