Designing an 'urban' track bike for short people. Different wheel sizes may be inconvenient on long trips, but this bike is likely to be used in city where a 700c spare tube can get you home at least if flat up front. 700c in rear allows for longer chainstays and more comfort. 650c up front reduces effect of cross-winds on handling (bad in Montreal and some other cities) and allows for the short top tube. Slightly lower BB height allows for lower standover while keeping stack a little higher (since the goal here is comfort for short people, not aero positioning). Also makes mounting easier. This geometry also lets you slide back the rear wheel and slap on a CX tire, then swap out the 650c up front with a 26" wheel with knobby tire without changing geometry too much in case you feel like riding through winter or doing some wonky FGCX that 650c tire options won't allow.
